Q: Do they have a Heam on the bottom for small weights?

They do have a small heam at the bottom. They do need some weights in them somewhere. Mine blow around a lot during the day when trying to block sun from porch.

Q: do they come with the tie back

There are no ties that come with it.

Q: Does the measurement of the curtain take in consideration the pleats?

The curtains are a true measurement size if you lay them flat, they are the exact measurement that the package states.

Q: does the 144 in curtain rod need a support in the middle?

I would definitely use a support. The curtains are of a heavier material.
